Brick Rigs Stutter every 1 sec

so i got the stuff i wanted i got the Ryzen' 5 1600 bc' i wanted to fix the FPS drops and stutter in games but it fixed some of the stutter the New CPU i have a GTX 1050 ti 4gbs ram 16gbs DDR4 3200MHz
put it runs at 2400MHz i tryed the 3200MHz the ram is 3200MHz speed max

so i did just get a SSD for windows it boots fast lol never seen that this is my first time with a SSD but still i have stutter issues im useing a 1tb drive HDD for games but then i tryed the game on a SSD i have a 60gb one i put brick rigs and other small games and i still get it WTF is happing  

and i just reinstalled windows 10 5 times reinstalled games all games do this and its anything' so if you know anything PLZ let me know

and temps are good and I replaced every thing in my case

i play on normal lowest i tryed all settings

but every other game that i play have this same issue
