CPU Core Voltage

So I overclocked my 4790k to 4.7 at 1.25v, however with my Maximus Impact VII (bios version 3003) when I change the Core voltage mode to adaptive the (offset + 0.01V, turbo voltage 1.24) i notice the CPU voltage goes up and beyond 1.25v.

However the issue i have been noticing is no matter what I set the offset value or max turbo voltage it always goes above the value set and sits at a maximum voltage of 1.32v. The only fix i know is to have the voltage at manual but i dont want the CPU to be at 1.25v all the time.

What I want to achieve is the have the max possible voltage at 1.25v and then have the ability to reduce it self.

Have you tried messing with LLC? Maybe LLC is too aggressive and you want a less aggressive setting.
