underclock ur gpu, u probably got a pretty high end gpu with a cpu that can barely run it on higher resolutions,  the lower the resolution the higher its based on cpu, thus underclock the gpu n check if it reduces

 

it can also be ur gpu changing frequencies on the card the entire time ( because of low resolution ) set power management from optimal performance to prefer maximum performance ( can do that for both amd and nvidia ) , these frequency switches can cause stutter

Silly question, but are you testing on a private game?

I'd also make sure there's no kind of vsync enabled on your game's settings or the graphic drivers.  I'd re-install the graphics drivers if you haven't.

Maybe reseat the ram after that.
