I was going to set up a new MC server for a few friends and I but none of them can log on. I've made MC servers quite a few times in the past-- same PC, ports are forwarded correctly, friends have current ip in case it changed-- but now they just can't connect. The only thing I can think of would be that I fairly recently got a new modem. Would this effect anything?

(Windows 10)

Have you assigned a static IP to the computer running the MC server and then opened the ports for this static IP, AND rebooted all the equipment?

Do you have a modem AND a router, or just a modem/router potato?

I've looked into the static IP before but couldn't get it to work (but I was propbably just being stupid) so I haven't ever used one and everything's worked fine in the past.

I have a modem and router. Modem is an Arris TM 1602, router is a Linksys EA9200.

@kirashi is suggesting that you go into your LAN configuration on your PC and set a static IP (I.E.: Your router should default to 192.168.1.1). You can verify your computers current IP by opening a command window and typing "ipconfig" then hit enter. You should see an IP similar to your routers listed next to where it says IPv4. You will need to go into your settings and set it something like:

IP Address:          192.168.1.201

Subnet Mask:      255.255.255.0

Default Gateway: 192.168.1.1

Once you've done that you will need to go into the port forwarding settings on your router and forward the necessary ports to your PCs IP address that you set up.

Then you'll want to login to your router and setup a static IP for the computer running the Minecraft server, reboot everything, and ensure the PC is using said IP. Once done, then log back into the router and setup port forwarding on the port you're using for the server, obviously using the static IP assigned to the server. Your modem looks like it's just a "dumb" modem, which is good in this case because it means it should pass traffic directly through to your router. :)
