I was wondering if it is safe to turn core voltage to 100% on msi afterburner if you are overclocking a 1070 ti, right now my overclock is 215+ core clock, 480+ memory clock and 15% core voltage and the gpu is stable.

If it is safe to turn it up will i be able to increase core and memory clock up and have it be stable, also what is the negatives of having it at 100% core voltage?

You can play with the voltage all you want, because even at 0% it hits Nvidia's voltage limit already. It just doesnt help in overclocking.

As above, it's limited by the BIOS, so you can't exceed safe levels. If or not it'll actually help you attain a higher core clock depends on your specific card, a lot of people find it makes no difference.

So i can put it at 100% and test out if it allows me to increase my core clocks or not?

Increase heat + power consumption.

 

Those are your limiting factors. Pascal does better the cooler it gets, keep it below 40C and it'll fly. Power is simple to take care of.
