I'd just look at their sell reputation and their reviews. Worst case scenario open up a dispute if the card is a flop (you could do this both with ebay and paypal if you used paypal to purchase the gpu).

These are often scams. Do not buy GPU's on Ebay, especially if the price seems much better than usual. If you are in the US, you can pick up a 1070 direct from Nvidia for $400 with free shipping. You may have to wait a week or two for the card to come into stock, but they are coming into stock and are available on a fairly regular basis now.
