There are companies that sell semi modular phones like Motorola, LG but if you are talking about full modular like Google's Project Ara then the only one I can think of is Fairphone: https://www.fairphone.com/en/

 

The reason modular phones aren't popular:

  • cost of overall phone higher, modular parts weren't that cheap
  • lack of support from various part makers which were due to lack of consumer audience buying parts...
  • lack of waterproofing
  • thicker overall phone in comparison to slimmer flagship phones currently favored
  • newer tech may no longer work with original frame/architecture, defeating modularity...

I think the biggest deal breaker was that there was almost no manufacturer support. Modularity works when everyone is on board with a standard, hence why the PC took off: it was more or less an open standard. It's almost a damn miracle when even a handful of companies agree on something.
