IO device error when connecting a HDD

When using a device like this to connect a HDD i encounter a 'IO device error' when trying to access to the drive

Anhy idea why i am able to acess some drives but not others?

i have a similar adapter and i always have this issue, i don't know why they do this. all the ones i have owned always do this but only with some drives. i think it depends on the weather outside whether it will work lol haha
