Probably not. These things most likely have their own protocols for communicating.

You have to mod the header also check the mobo manual that they have the same voltage (5v and 12v variants are aviable). Also make sure the header have enough ampere.

You can get an arduino and a serial to usb chip and put your arduino on the back of such a panel. Then a simple software running in Windows can send commands through the serial ports to your arduino to turn on and off and change color of various leds.
