Whenever I overclock my Ryzen 7 1700 using the bios on the Asus B350-f Strix (which is fully up to date). Every time I try and do the overclock, I boot back into windows to check it, it says the clock speed is 1.55 GHz. Just would like to know why, and was hoping someone could help.

You can't overclock on that board...I think...

What you using to check the clock speed? Use cpuz and make sure the cpu is under load when you are looking at the clock speed. 

 

The cpu down clocks at idle with power saving settings on.

You can. Both b350 and x370 can do it

He really shouldn't be pushing past like 1.25V limit as the VRM will heat up quite a lot but he is having the same old 1.55ghz ryzen bug figured by now ASUS would have a update for it. 

 

Edit you might be able to OC using Ryzen master however i would try that or you might be able to use ASUS own software for overclocking.

You have the 1.5 Ghz bug. It kicks in at certain voltages on certain boards, and with certain BIOS revisions. Try looking up what others have done to move past the bug on that particular board. You're fine up to 1.42V by the way for daily use, but past that is not a good idea and you tend to get diminishing returns.

I was using ryzen master and task manager. But it stayed at that speed even during a cinebench run.
