CPU Stuck at Minimal Clock

System:

Dell Alienware 17x R4

-i7-3610QM (2.3Ghz base, 3.3Ghz turbo)

-16GB DDR3-1600

-Nvidia 660M

-Win 10 Pro 64bit

Problem:

My CPU clock refuses to go above 1.19Ghz(when speed step is on) and 1.20Ghz (when speed step is off) (confirmed by task manager, HWinfo and AIDA64). When running Aida 64 Stress test the system is clearly throttled as the CPU usage never goes above 50%.

 

What I have tried without success:

-Flash BIOS to latest version.

-Install IME and chipset driver.

-Switched power settings to "high performance". And edited the settings which temporarily made it go to turbo speed but when it went down it never went back up again

-Made sure power supply is adequate (confirmed at 240W as required).

-Checked BIOS for any settings that may be the issues.

-Replaced thermal paste on CPU, GPU.Checked fan function and monitored temps (never went above 50-60C while running Aida 64 ). It's not a thermal issue.

-Tried it both on wall power and battery power.

-Tried Throttle Stop but that had no effect

LMAO, This is so true the power adaptor is prob broken as I have just checked by swapping to a independent socket from an extension cord I get 1.28Ghz so it must be the power adapter
