Low core count scalable xeons

I was just wondering what the point of low core count scalable cpus is. For example why are there six core xeons that can be used in dual socket motherboards when a single 12 core could be used instead.

Dual 6 cores allow much more ram(and cheaper dimms) full io(having one cpu disables many pcie slots often). 

 

ALso its a cheap entry so you can have a lower starting at price and a base model.

 

For intel it doesn't really cost them much to make these sku's, they just take a higher core count and cut off some cores.

 

There good for workloads where you dont need much cpu power, like for file servers, heavy memory use, gpu compute.
