Hello, so my friend just called me saying that his pc is very slow. He can boot up and open let's say task manager, but everything after that doesn't open, only goes white, the cursor gets a blue circle and then turns black. The pc and everything else like the components seem to be fine, just that it is very slow on the desktop, even the startup is very fast. The rig he has: https://pcpartpicker.com/list/4N8qkd.

Did he try to download/install anything sketchy or from a sketchy website? An anti-virus/malware scan may be a place to start.

To be fair, this is a good suggestion. However, if task manager or anything like that doesn't open, I don't see how a malware scan would be possible.

Good point, this may require another (sacrificial) PC to scan the drive.

Since task manager does seem to open, can he see if there is any anomalously high CPU or memory usage?

Like the mod said, nothing opens. Is there any way to maybe factory reset a pc in like bios or something?

Not in the BIOS, no. Windows 10 does have a built-in reset feature, but the easiest way would be to just reinstall and wipe the drive clean.

It says that only like 10% cpu usage and everything else is 0%

Well you said he could open task manager.

You can attempt booting into safe mode, if that is manageable, or using the repair function of the Windows installer.

Otherwise, what @Crunchy Dragon said. Wipe the drive and reinstall.
