I have an Asus ROG CB20 that I bought because of the great price at the time ($830). I have been toying with the idea of delidding the i7 6700 non K. I was thinking about liquid metal, but if I decide to just use non-conductive thermal paste is it safe to put the IHS back on without securing it with silicone? The 6700 and 1070 both get pretty warm so I am hoping to help cooling where I can in such a small case.

You can without securing the IHS but it's better if you want to ensure nothing moves during installation as it pushes as it applies pressure. Just be sure to properly insulate contacts or capacitors nearby with kapton tape or nail polish as a conformal coating to prevent liquid metal from shorting anything out.

Roger that. I didn't wanna use silicone only in the instance where I used a non-conductive paste so the IHS is closer to the die. If I use liquid metal I will most certainly do as you outlined.

You can use a small amount of CA glue or RTV sealant, you just need a enough in the corners to secure the IHS in place, it doesn't need to be a large amount.

Will that put much extra space between the IHS and the die?

In most cases removing the original epoxy and applying replacement silicone will lessen the gap as long as not a large amount is applied.
