Second Monitor Causing FPS drops in-game

So I have a dual monitor set-up and I use my main monitor for gaming and my second monitor for browsing and watching youtube (sometimes at the same time). However when I play video games and try to watch a video at the same time on my second monitor my FPS drops like 20 fps but will go back to normal if i minimize the video. Doesn't make any sense, both monitors are 1920x1080 and again I'm only playing the game on ONE monitor. Before anyone asks, YES I've updated my drivers, restarted my computer, all the very obvious troubleshooting. It's funny because my older rig which consisted of an i3 and GTX 760 2gb did not have this problem.

Current specs

GTX 1070 8GB

i7-7700

16gb RAM

If you enable borderless mode and use the other screen for youtube or whatnot then the GPU has to render both windows (or something like that)

Try playing in full screen without having anything running on the other screen, maybe that'll help

I guess I should have added that I've tried both borderless and fullscreen modes in gaming. even windowed mode.

Must be an Nvidia driver issue. 

 

Ive got a R9 380 and a 4690k and I run 3 monitors and play on my main monitor in Windowed borderless moad with no issue.
