Watercooled Micro ATX

So i have these two builds on pcpartpicker but ive also considered going i7 7700k second hand and cant decide. Which would give me the best temps and which would i be able to oc the furthest. Also do you think this will be fine with temps. I plan on having the 240 rad in top with 2 120's and then three more in front and one in back. Finally can you advise on the best mobos to oc with at micro atx

Best matx is the Asus gene z370 (b350 tuf or ab350m pro 4 on the am4 side)

8600k can hit 5.3ghz, basically garunteed 5ghz.
