Realistically that's not going to happen. Used marked is your best bet I'd say.

Yes got peripherals and monitor well if i go to pc case gear  that has good things but i dont know what to get

If you just need the PC itself, you may be able to build something around the Ryzen 2400G or 2200G, using integrated graphics, and hope for a GPU upgrade in the future if you get more funds and/or prices go down. Most likely a 2200G, 8GB RAM, good but low wattage, non-modular power supply, and don't get fooled by PC case inflation... It will be tight still...

around 400$ US - cheaps out everyhwere possible. PSU is good the rest is pretty much "you get what you asked for". Although it will run minesweeper and some CS:GO on mediumish settings at 1080p.

and hey, it's new!

 

(still, you will get more bang for a buck on the used marked)
