Depends on what you mean by budget.

 

I was on a really tight budget when I wanted a test bench style case so I up and build one out of Lego.

 

LTT has one that they've been using for some time that looks like a good budget oriented option(failing to recall the model number, maybe @LinusTech or @AlexTheGreatish can help).

you could also easily make your own out of a old PC case from maybe ebay or a local shop.

 just take out the motherboard tray and maybe even the power button and there you go!

 

if you really want to buy Coolermaster made a pretty cheap one aswell iirc.

I've been using the Thermaltake Core P3. It is very modular and easy to swap around. I've had several different systems mounted to it so far and it's held up great.
