Intel NUC Won't POST

So I've obtained this model:

And sadly, I can't get it to POST. I've tried various flavours of RAM, and it has no SSD or WIFI card installed.

 

When I plug it in, it shows a blue power LED, and thats it. If I press the button, it turns off, and if I press it again, it cycles on and off.

 

Internal fan is doing nothing as well.

 

Any ideas as to why its not POSTing? I've never worked with a NUC before.
