Random screen tearing input delay

I recently finished putting my rig together with a Ryzen 7 1700x, a GTX 1080, 8gb of DDR4 2400 MHz, and 1 TB of HDD. I left a lot of bays empty for now until I get more funds, but the issue I've been experiencing is every once in awhile the screen freezes and then everything goes back to normal as if it didn't happen. I have no way of replicating this and I've tried various games to see if any of them were the issue but it really is random and I can't stop it. I'm updated to 391.01 for my GPU. Any suggestions?

I'd say it's the RAM causing the stutters. It's kinda slow, Ryzen likes at least 2666MHz.

I will try upgrading the RAM in a few weeks after I get an SSD and hopefully that'll fix the problem. Thanks for the suggestion, I'm green when it comes to DDR4.
