I picked up this block, and and was unable to get these plugs out by hand. Considering this is a plexi block end is it going to be okay to try to remove them with a pliers or something similar?

Sounds like someone over tightened the plugs. You can remove them using pliers but note that the blocks might crack after you remove them since you are removing a fairly large amount of stress on the acrylic. I've seen this occur before with fittings and threaded fasteners where the acrylic develops hairline cracks around the threads a short period of time after.

When I run into tight fittings, I put the whole block into very hot tap water (not boiling).  Just as hot as you can get it out of the sink.  soak it for about 10-20 minutes, and the screws usually are easy to remove.  If you have to use pliers to unscrew them, it helps prevent the acrylic from cracking.

Definitely will try heating it up and seeing if that free's the plugs. Was just hoping to shove some Chrome black XSPC plugs in it, but i won't go for it if If I'm unable to get them out easily after heating. I plan to use the holes that are not plugged anyway.

Attempted heating and removing with my hands, but that was a no go, pliers is probably a bad idea if i can't get them to budge at this point I think.
