That happens from time to time. Try rebooting?

Right click on the desktop and click on Personalization. Then select back the Windows 7 theme. You'll have to change your wallpaper back afterwards. The current one you're looking at is called Windows Classic. Make sure you select the one under Aero Themes and not the Windows 7 Basic one under Basic and High Contrast Themes.

Did you boot into Safe Mode when troubleshooting? Safe Mode disables stuff like themes just to prevent unnecessary services from causing problems. Minimalize all of your windows and if you see Safe Mode plastered on a black wallpaper. Would look something like this.
