Well, ask then. we currently don't know what NVidia's future GPUs will look like, when they'll be released, or even if you'll be able to buy them for MSRP. so, nobody has enough info to recommend you anything.

and i could get a used gpu right now for like $50-100 more than msrp not $500 i dont plan to over clock

you can guess the 1170 will perfrom close to 1080/1080ti around the same price as the msrp 1070

oh right i didnt see that hahah, and well, for an average of 60 fps on high settings, id recommend a 1070 but if you want above 100 fps on decent graphics especially for those games, id say a 1080 or even a 1080ti

i dont think you can do that for that much money. and you dont want TN making it even worse. a 1060 wont run those games like you want them to. A gtx 1070 goes for 700 bucks an a TN display 1440p 144hz used goes for 350 bucks

You can get a used GTX 1070 for under $500? Used RX580 for under $300? Used 1080Ti for under $800? methinks not.
