Weird Mouse Lag On Desktop

Hello,

So when I move my mouse around on my desktop it works fine. But when I move it over icons it stutters over them instead of moving smoothly over them. I'm using the Razer Deathadder Elite and my windows drivers, graphics drivers, and all that other stuff is up to date. Any help?

So far I've only heard about issues with Razer. Why are people still buying that BS?!
