The only dust that builds up when having the pc off is settling dust at the top. More airflow will result in more dust.

The air pressure test is coming really soon on YT. But yeah, every time dust settles, some of it stucks on surface. If PC would be running 247, there would still be dust settling in corners where air doesn't have enough movement.

static electricity attracts dust so just have good airflow, maybe a dust filter

A computer should be grounded if it is plugged in. If it is not, then the OP should call an electrician to get that rather large safety issue fixed. So there should be no static in the system at all.

Didn't they have construction while they were running the test though? It could possibly compromise the results. I believe that the computers were left in an area where there was too much dust and should have been left in a more normal running environment. I also think that they let the test run for too long unless they are trying to let enough dust build up to measure with a ruler.

As for the OP, having the computer running will result in more dust buildup.

Yes, there was construction. Which will make it worst case scenario by default. I'm not going to hijack this thread to go into detail of pros and cons of their testing. What I will point that when test was started, they didn't have plans to expand office. And that most of computer users don't clean their systems monthly or bi-monthly basis. Having longer test means results are more graphical.
