Ping lowers with router reset but why?

First is there is a difference between resetting and rebooting, both CAN mean to power cycle but when someone says reset, they better mean actually reset.

 

Second, is I know how this shit works, its been my job for the past 7 years and I understand what happens. I still dont think this has to do at all with the power cycling of the device.
