I would get the Ryzen 5 2400G.

 

Mainly for having a better CPU+iGPU, but it'll perform better than a Ryzen 3 1200 in the future if he wants to upgrade the GPU down the road. Also, having those extra threads would come in handy in the future.

Getting a R5 2400G would probably be the best idea (if building new) HOWEVER, current AM4 motherboards may need a BIOS update so I'd be careful. 

 

However, if you don't mind getting used parts, you should be able to build a haswell (and newer) i5 and RX460/1050(ti) if you looked for long enough.

Well when I say "long enough", I mean buying slightly below average prices. 

A 2GB 1050/RX460 is about £90-100 (or £120~ for 4GB cards), a haswell i5 plus motherboard (or sandy/ivy i7s plus mobo) can be found for as cheap as £100 and 8GB of RAM can be found for around £30. That leaves £70-170 for storage, a case and power supply which is more than doable.
