RAW SD Card wont format

I'm new to this so I am sorry if this topic is in the wrong section.

 

I found this 16gb card and I recovered some files from it after the recovery everything was great I had it on my phone but when I tried to format it wouldn't work. I put it on my laptop and tried to format it there but it also wouldn't work I used a program called SD Card formatter and nothing. Imagined to get it to become raw but now I cannot even access it with chkdsk or do anything with it. Disk management shows that the sd card is full and its raw any suggestions to fix it?

normally when the flash goes, they still show up, but are either read only or just can't be used.

some data recovery services can get the data from this, but thats probably 500+ usd. If you want a working sd card, just spend a few bucks and you have one.
