This is not by far my first PC build but this is the first system that I've been willing/able to overclock.  I just want to be sure that the OC I'm using isn't going to kill my CPU faster than I want to. With that said here are the system specs:

Gigabyte  GA-AX370-Gaming (Latest Bios)

Ryen 7 1700  

    OC'd to 3.6ghz with 1.2v 

Corsair LPX 3600 

  OC'd using XMP profile to 3200mhz

Samsung 850 240GB SSD

Western Digital 1TB Black HHD

Nvidia 1070 Gigabyte(Reference)

Corsair H100i

1.2V looks fine. As long as you have good cooling on that, maybe you could go up to 1.25.

A quick and dirty OC you can start at 1.25V on the Vcore and 3.7Ghz on the core clock in that case its 100% safe and most likely 100% stable too. 

 

If you want to push things more go up by 50mhz and test it using AIDA64 or Prime95 for a few hours keep temps below 80C and you are fine.

With an H100i he should be able to push a bit harder. My H80i managed 1.4v comfortably, albeit at the limit of what I'm comfortable with.

1.35 volts or less is safe. don't push it into the 1.4 range for any extended period of time. you should be able to hit 3.8 with 1.3 (thats where mine sits) and with the h100i, you might get it to 1.35 at 3.85, or 3.9 ghz if the chip is any good. just don't extend past 1.35 and you'll be golden, from there increase the frequency and use something like cinebench to check stability. Remember that clock speed doesn't generate heat or "burn out" you chip, that is directly related to voltage.

You won't do any damage if you set it to 1.425V as long as you keep temps in check even  Robert Hallock said this at Amd. 

 

All about temps with Ryzen Amd even said short bursts to 1.45V is ok that's why some chips like the 1800X boost using this voltage for short amount of times heck my 1700 at stock goes up to 1.4V at times during turbo and XFR
