I am not sure I understand your question

 

Are you trying to connect to your "IP" from outside?

 

How are you trying to connect?  ftp?  file server?  game server?

 

It also looks like you are on ipv6, which may not be compatible with programs that don't natively support it.

It entirely depends on what you want to connect for.

 

For example, if you're wanting to host web pages from your home, you'd need to forward port 80 through your router to your PC. Swap in whatever relevant ports for whatever service you're doing and you're good.

 

Just google "Port forwarding on (Your router here)" and you'll probably find step by step instructions.

 

Be aware that as your public IP is an IPv6 address, you likely don't have an IPv4, and for some reason in 2018 IPv6 address are still not universally supported, so you may have issues connecting to your network from outside from places which don't support IPv6 addressing.

If you don't have a static IP address it's going to be very hard for you to set up a good external connection.

If your IP always changes, see if your router supports a dynamic dns system. If it doesnt, you can always set it up yourself. Then, if configured properly, you can use the hostname to connect and it should always stay synced up with your current IP.

 

Also, your lan IP shouldn't change too much, but if it is doing, google "static lan ip windows 10" and you do the steps there.

just because he is using IPv6 doesn't mean he only has an IPv6 address. IPv4 Addressing ran out a few years back, but doesn't mean that all of them have officially been assigned yet. The day they "ran out" was the day that IANA officially allocated all of the available addresses. Here in the states, it is very common to see both an IPv4 address, and a IPv6 address.

 

Overall, this doesn't mean that you are wrong, but you can't assume he only has IPv6 at this point in time. (it's too early still)

 

Now, if for some reason this is the case and you only have an IPv6 address, then you should really look into a Dual-Stack. https://whatismyipaddress.com/dual-stack

If you are using a cellular device that is not setup as a static address, then you will have great luck accessing the network remotely.

In my experience, if you don't have a static address then you will have little success with remote connections. This is because Wireless Carrier's put their customers behind a giant NAT. This is the case even if you use Dynamic DNS. Their network will typically block inbound HTTP, SMTP, FTP, VPNs, etc...

 

In the US, it is possible to get a static public address from your wireless carrier for an extra 5-10 dollars a month. There is typically a one-time setup fee for this type of service connection.
