Speedtest, different on site vs PC app

My upload speed says 10Mbps on the website (the new one, not the flash one) and the windows store app for Windows 10 says my upload is like 15-20Mbps, which one do I trust? All my other devices say around 10 as well but the PC is the only one on Ethernet. (let me clarify that both tests are on the same device)

Different times, different speeds. It's most likely just your isp's fluctuating speeds.

No it's like very consistent, even if I do them at the same time
