What does this do and does it affect performance. Btw this picture came off of google images, not my own picture,

Typically it is the same size as the amount of Ram in your system. it is good helps with speed when you are constantly using all your ram.

Main PC = I5 7600K @4.5ghz, Asus Gtx1070, 16GB DDR4 3000Mhz, 480GB SSD, Msi Z270 Mobo.

Virtual RAM is just storage for what would be held in RAM, and used of you run low/out.

Its used by OS and software to cover if and when RAM gets filled. But since it has been available for software pretty long time, some software need it to even work properly. So even if you'd have 64gigs, you will need some small pagefile to keep those software happy.
