My FPs is fine. When I go to stream, since my gpu is already at 100 percent, i get 20-30 frames.

Your original post suggests that your are getting high frame rates as expected in the game, but that OBS is recording at a lower frame rate. Are you actually noticing a large decrease in performance now that the new monitor has been installed regardless of OBS running or not?

THe OP is what the problem is. But during that time I also noticed in Task manager that gpu usage spikes to 100%

And  changing the base THrows my obs out of wack, because it's capturing a 1440pscreen but only a portion of it

Then create a new source, select game capture, give it a name, and then use the default settings and click ok. That should then record in 1080p if the game is set to 1080p

Well fps has gotten up to fifty. Still doesn't make sense why GPU 3D is still maxed out

You just have to resize your sources to match the new canvas, it does that for everyone. I set up a friend's to a 720p canvas even though she's on a 1080p screen because her PC was weak at the time. I would recommend saving your profile first and making this change in a duplicate of your profile in case you mess it up.
