So recently just added a 27" 144hz 2560x1440p monitor to my setup. Now it's a 3 monitor beast. But I like to stream 1080p60fps but when i have it downscale from 1440p to 1080p i'm getting like 30 frames on obs. Was just curious to see if anyone had insight as to why. I'm doing fine on the game, OBS is just being shite

You recording with CPU? if so thats your problem, CPU already has a lot to do to process the game, then add on video encoding to the mix and its at its knees. Get a capture card at some point. If you do have a capture card and its set up, then it may be in your OBS settings, there is a frame rate setting under Settings > Video

According to obs The cpu is only at like 3.4% when it's capturing it

Try another CPU monitoring tool, task manager even. Though I use MSI afterburner to monitor. Check the total CPU usage

Task manager giving you GPU data? OBS I dont think really touches the GPU so the CPU is your concern

Try using MSI afterburner, it leaves a history graph so when you leave the game, you can still see what the CPU and GPU usages were when the game was up by looking a couple pixels back in the graph, very useful in my opinion.

Did you also remember to check OBS settings? It should also say the setting next to OBS CPU usage data in the corner of the window. OBS does video encoding which is done on the CPU, otherwise OBS would likely have GPU related settings, to which it does not

My settings haven't changed since i added this new monitor. Could stream 1080p60fps and now I throw in this monitor and It's getting 25fps.

Hmm, does sound a little odd, tried having the game run on another monitor at a lower resolution (unless of course they are all the same res). Otherwise it might just be something putting load somewhere caused by the extra monitor. Is OBS recording the game, the window, or the whole screen? If its the whole screen it could cause OBS to be recording in the full resolution of the display and then downscaling to 1080p, try either setting the canvas res to 1920x1080 or changing the source to game or window recording (the former may be the easier way to do it otherwise you may have to add a source for every game)

Go to Settings > Video and set the Base (Canvas) Resolution to 1920x1080 and see if that helps, also make sure output is still 1920x1080

I really don't think it's OBS at this point. SOmething is causing my GPU to max out whether obs is up or not.

perhaps the extra monitor, stil think you should tinker with OBS settings

Overwatch is an intensive game, my GPU (albeit much older) runs CSGO at max and I get 140 FPS, so its just the game allowing itself more reign over the GPU for more frames, This does not prevent other applications from being able to use said GPU alongside the demanding title at the expense of the title loosing some frames. enabling something like vsync when streaming may reduce load of the GPU (or the framebuffer, most likely the latter actually). I've been trying to adjust obs settings accordingly. Base res is 1440 with a downscale to 1080p 60fps. Even on 720p i was still getting this issue.

set the base to 1920x1080, type it in manually if need be, the downscale res is simply the output res, but if the canvas is a higher res then it can put more load to encode the video making its overall fps lower

My FPs is fine. When I go to stream, since my gpu is already at 100 percent, i get 20-30 frames on the stream

And  changing the base THrows my obs out of wack, because it's capturing a 1440pscreen but only a portion of it
