GPU not boosting in GTA

I have my 1080 ti overclocked but when ever I play GTA, it doesn't boost and sits at 1500MHz, Normally in a gave I sit around 2000MHz, GpU usage is about 60% and CPU is about 50%. Was wondering if there was a way to fix this or if there was a reason that it was like this.

Is your fps capped? If you're sitting at locked 60fps and its downclocked thats normal.

Bit of an AMD fan I suppose. I don't bias my replies to anything however, I just prefer AMD and their products. Buy whatever the H*CK you want.

Either the load is so low it doesnt give a shet on boosting (graphics settings) or the drivers gone wrong.
