So since your gaming and streaming I would go for the 8700k. You lose 2 cores and 4 threads, but those cores are faster so the gaming experience is better overall, and since your not doing anything super heavy multi threaded from the sounds of things.

Just know that there is supposedly a 8 core coffeelake refresh this year, and if you do buy it you would have to buy new motherboard. On top of that if you buy a 1700x go with the non x version and overclock it to save money.

Then put it aside, it's already been confirmed for that release date so I would wait.

If you had to spend it now I'd go Ryzen 7 1700 for more cores

yea ive seen a lot of reviews and such but also alot of reviews shows that the Ryzen is smoother when it comes to streaming

There is technically less dropped frames because of the extra cores/threads. I have a 1700x and I built a 8700k gaming system for my buddy who games and streams on twitch as he wants to one day do that full time. His system is more then capable of doing both. My only argument for not going Intel for that, is just upgrade path on the MOBO.

1700X is a slightly overclocked 1700, so unless it's cheaper or the same price I'd go for the 1700.

Is it confirmed that there needs to be motherboard change for refresh? As in 370 motherboards are not compatible?

Yes because there was a leak on the boards themswlves. The 370s were created specifically for Coffeelake to just have something in the meantime, it won't support bios update.
