Buy now or wait?

So, I am going off to college in the fall of 2018. I have been wanting to build an "epic gaming PC", and this seems like the time to do it, as I need a pretty hefty workstation for my schoolwork as is. I am stuck on whether I should build a PC now, or wait until the new Volta cards are (hopefully) announced. I will need to have this built by August, so that means I have plenty of time at the moment, but I would hate to end up buying a card at that time just for the upgraded GPU line to come out in October/November, as they sometimes do. Additionally, that would mean that I would have missed out on many months of upgraded performance for (what could be) nothing.

If I were just going purely off of my normal budget, I would build a rig with a 1080 Ti, and an 8700k, but I may not be able to upgrade at all throughout my 5 years at college due to financial strain, and with more unannounced CPUs, and Volta architecture GPUs supposedly coming, it makes the decision more difficult.

Any advice?

Now is really one of the worst times to be building a system if it requires a lot of GPU power as GPU prices are very high at the moment. The rest of the system components are priced okay, but the GPU will be very expensive, so I'd advise waiting if you can.

Don't buy anything right know RAM is really expensive, and GPU prices are inflated because of cryptocurrency mining. You will be paying like 1,200 alone for a GTX 1080 ti
