Well, the 4x one is a dual port card, so it requires 4Gbps of bandwidth. 

 

EDIT: Technically a 1x PCIe 2.0 slot should provide enough bandwidth for 4Gbps, but it's only just enough. Factoring in overhead and it would end up limiting the maximum throughput of the ports, so it steps up to x4.

I chose that one in partspicker, just in case the desktop requires 2 gigabit ports.

 

 

 

 

The desktop can't 'require' any certain bandwidth, it's how much it can receive from the network directly.

If it's PCIe 2.0 yes (which most still are). PCIe 3.0 could handle the 4Gbps required with a 1x card. PCIe 2.0 1x gives you 4Gbps of bandwidth exactly, but in terms of real world bandwidth, it would actually be lower, limiting the maximum throughput of the ports if you maxed them out, so they go for x4 to give remove PCIe as a potential limiting factor.

No, TP-Link is a massive brand. 

 

If you're uisng Windows, just go for the TP-Link one. If you're using something a bit less mainstream, or some Unix based system, Intel is the best option as it normally has priority for driver support on smaller OSes.
