IBM 5150 - no signs of life

I recently purchased an IBM 5150 with an aftermarket keyboard. When I choose to power  it on the psu makes a beep sound and the keyboard flashes once and then remains unresponsive. I have tried removing the power from the 2 floppy drives, taking out all the isa cards and still the only thing that happens is the psu fan spins and the keyboard flashes once. Anyone have any other ideas?
