I would recommend Unity but Construct 2, RPG Maker, and GameMaker Studio are all fine but limited in functionality. Unity has a higher skill ceiling and more real world applications so I would use it.

Yes.

I say the EASIEST is hands down RPG maker. But you can ONLY make RPGs like Pokemon.

Game Maker Studio is good, but I don't know if or how their free versions work. You can buy the complete engine for 100$ and publish/make as much money as you want without paying any more at all. 

 

I would stay away from Unity, (and Unreal) because there's so much in terms of typing programming that would just be annoying. The 2D components of Unity also work slightly differently from 3D, so you may get confused. Stick with 2D engines for 2D stuff. 3D for 3D stuff. 

 

I don't have any knowledge of Construct 2, though aparently it has an easy programming ability in it too.

Clickteam Fusion is another great engine. 3KlicksPhilip on youtube has a short tutorial series on it. It's pretty easy to program in it, just unconventional.

Personally I like Game Maker the most for 2D as the drag and drop programming language it uses is SOOOOOO easy, and not limited in any way. 

Yeah you CAN type in a syntax similar to C++, but the Drag and Drop is way more intuitive IMO. 

 

If you want ease, RPG maker. Don't expect to make any money at all for anyhting you make. 

Game Maker for anything else 2D. Don't expect to make any money from anything you make because you are literally competing with Play Unknown's Battlegrounds DIRECTLY. 

Why would they play your stupid 2D game you made by yourself when they can play skyrim with mad mods?

That's exactly why they are popular. If you want to have a future in the industry or as a hobby publishing, Unity and Unreal are basically your options.

I meant so much in terms of unnecessary. 

As a lone dev, he doesn't need ALL the programming stuff if he doesn't know how to program. It would be wasted time instead of learning time. 

OP, you should focus on what makes a game fun, than "How do I make this do that? Why isn't this syntax working?"
