If you can afford it, I would recommend a bequiet! Dark Rock 3 or Cryorig H7 over the Hyper 212 Evo.

 

Looks pretty good, don't forget to run sysprep before moving your storage.

The 212 Evo is crap for the price, and crap in terms of performance. Get something like the H7, Mugen 5 or NH-D14.

Get faster RAM if possible. 

The motherboard is crap for overclocking. 

Just get the 8400 and use the stock cooler. It'll perform mostly the same, and you'll have to make less compromises.

Thanks for your comments, have changed out cpu as recommended. want to add a 1060 after the fact when pricing goes down. RAM wise will increase in speed make a huge difference as is pricey ATM. Cheers!

Faster RAM makes a ~5-10% difference in games.
