Need a 550-650watt psu for a friend's build, fully modular would be best, Corsair RM series best option? Or should I look into other stuff?

Corsair, seasonic and silverstone are the best on the market, RM series is good. 

PC: Corsair C70 Arctic, FX 9370, Corsair H80i, Gigabyte 990fxa-ud3, Corsair Vengence 16gb, Palit JetStream GTX 970, OCZ Vertex 4 128gb and Western Digital Blue 1Tb + 500gb, Antec Gamer 520w

RM Series is OK, but I would buy other brands personally.

The G series is better component wise. If you want full modular, the Seasonic X series should be considered.

The 650w and lower models of the RM are great, the 750w and higher are still good, but I would go with another series or brand if you're going 750w or higher(obviously you're not).

 

Fully modular is a very expensive thing, so the RM 550w/650w is great for the price point, but you could go with a 750w XFX PSU(fully modular): http://www.newegg.com/Product/Product.aspx?Item=N82E16817207029

 

XFX uses Seasonic as their OEM, so you're always getting a great PSU from XFX(Corsair varies however, some are from Seasonic while others are from CWT[still a good OEM btw], etc.).
