Try uninstalling the driver from device manager (right click the windows button, then device manager.) before installing the downloaded driver. Then allow it to install.

I uninstalled it from programs and features, but it is still happening.

I didn't say programs and features. 

Use device manager to uninstall the drivers. THEN let the downloaded program run and reinstall.
