umm idk usally you buy a cheap pre built with a okay CPU and then put a low end gpu in it, and you only spend like $200, but dont expect it to play like gta 5 and stuff, and its only untill you can save up for a real one at like the $500-$600 limit

Upgrade that thing with an GTX 1060/RX 580, and a i5 2300, and you will have yourself a good gaming pc

Oh I dunno mate. You could use a parcel forwarder, which is quite common for people in Canada and elsewhere where US companies dont ship out of the USA. Its an added cost, how much extra I have no idea.
