did you click on view all processes? i dont think that you did. It must be one of the system's processes. Tell me which .exe file is doing it.

That is totally normal, look at my usage:

Even watching a video can cause Gpu's and Cpu's to have strange usege and that is normal.

Well first you could check memory usage instead of cpu usage. Since cpu usage varies so much its hard to tell which program is causing it. From that pic I see couple programs that can be causing it. Those are sidebar.exe, fraps and chrome. Run some system care scans like CCleaner. There is most likely some program that is doing background scans, checking updates etc thats causes jumps.
