Is there a USB HDD format tool?

Hello, my friend tried to install Windows 7 and got a BSOD. Then he tried to install Ubuntu and got an Ubuntu error. He needs to format his HDD but he cant take it to my friends house, dont know why.

Is there a USB HDD format tool or sth similar that can format your HDD when booting it?

you can format in the windows 7 installer

He gets a BSOD right when the installer is opening. Like the Windows 7 logo and after loading some stuff it crashes.

BSOD during install is usually a memory problem. I'd run memtest to be sure.

The issue isn't formatting.

Told him that in the morning, he said he only has 1 memory stick. He also said that he wont send it back, dont know why. Now he called some IT guy who is going to fix it.
