The CPU is pretty lacking, so I'm going to blame that it starts choking once things get busy.

Step 1. Use ddu to uninstall video drivers

Step 2. Reintall nvidia graphic drivers

Step 3. Play a game with hwmonitor runnibg in background. Ideally borrow another monutor to watch cpu and gpu usage in real time while playing 

Step 4. Take note as to cpu and gpu usage. If ypur cpu is maxed out 100% all cores, gpu usage lower that 85%-90% and your fps is low than it might be a cpu bottleneck. If cpu usage is not maxed and gpu is 100% than it is gpu bound and you can try lowering your video game settings. 

 

Lower settings and resolutions bring to light how powerful your cpu is and higher graphic settings and higher resolutions with show more of your gpus strength.

 

So fix your drivers to elimate that as an issue. Then mess around trying yo see whether it is your cpu or gpu.

Sometimes it's not a bottleneck, even though the cpu isn't running at 100%. My FX8320 was hardly ever above 60%, though fps was in the 40s and the r9280x was around 60%.
Today in pubg my 7700k was running at 50%, the gtx980 at 40%, and fps around 50. Everything at 40C... Sometimes the software is simply lacking optimization.
Though I aggree, that at 100% cpu usage, low framerate with low gpu utilization is most likely a bottleneck, or a rogue process in the system.

OP reinstall the latest driver after cleaning the pc with DDU (display driver uninstaller). Then install msi afterburner, and see what the GPU is doing. Watch out for fluctuations in core clock, very high temperatures (>70C), and fluctuating utilization of both the CPU and GPU. In this case I don't think RAM could be an issue, but see if it ever reaches 16GB usage.
