is it plugged onto your motherboard? or your power supply?

3pin or 4pin?

 

edit: nvm it has to be your mobo or else it wouldnt tell you the rpm (face palm) sry.

If your motherboard bios allows you to control fans on the motherboard header then thats an option

 

Or you can use a software called speedfan to manuall set the fan speed - its kind of complicated

 

or you can by cheap (but effective) in-line resistors like this to lower the voltage going to the fan

There is usually a setting in your bios to control it. To get into bios when booting just continuously tap escape backspace or delete. It usually one of those.

What motherboard and fan are you using and which header is the fan being plugged into?

Are you using any other fans on the board? The manual states to either only use 3 or 4pin fans and not a combination of the two. It could be that it only has one setting for all headers to either be in pwm or dc mode, Alternatively, it could be that all the headers only support 4pin pwm control or full speed and you won't be able to control your led fan rpm from the motherboard.

true and no only 2 case fan and cpu fan thats all the fans i have

What fan is that? Reading might be incorrect. Only indusctrial grade and <92mm fans even spin that fast.

2000rpm isn't too uncommon for cheaper value-oriented fans like Sickleflows or Cooler Master R4's. https://pcpartpicker.com/products/case-fan/#sort=-rpm&s=120

well the stock fan that came with the case was a 3 pin to and low speed
