Lowest power consumtion GPU

Hello everybody (Nick Riviera voice)

I'm building server which gonna work 24/7, and need gpu which should be capable displaying terminal at least 800x480.
Target is low idle power consumption and have modern IO.
HDMI would be best, VGA would be good enough
I found lowest IDLE power gpus :
   GT 1030 2gb 8,3W [source]

   r7 260x 2gb 7W [source]
   GTX 1050 2gb 4W [source]
And i don't know if its possible but anybody heard about method of monitoring server without GPU over local network? That would be absolutely best solution.

Can you not use integrated graphics? My NAS/Plex server runs a 6100 which has integrated graphics for the few times I need to do something directly on it.

Or better yet, enable SSH into it if thats an option

If you are going to build a server why not get something with an IPKVM (IPMI) interface so you can connect to it via IP and remotely control the computers screen even at the BIOS level over the network, it willl also output display to a screen.
