Too much noise

No fan will cause whole table or case to vibrate. They just won't spin fast enough. Now, your 5400/7200 rpm hard drives... Those will 100% cause vibrations.

 

As fans aren't issue, look at dampening hard drives instead. There are premade kits that will help. Or you can do some DIY setup with rubberbands or closed cell foam.

I cut fitting pads out of a rubber mat and glued them to the existing case feet. You might be able to find actual rubberized feet though if you don't already have them.
